Eligible companies are those, whose core activities involve 'in-house' manufacturing
and employ a fixed maximum of 250 staff. Firms employing less than 20 staff
may be considered providing they continue to meet the eligibility criteria for
the schemes. Company groups will be eligible for support, providing the overall
staff count for the group does not exceed 250 people, and manufacturing remains
the principal business activity of the group.
Applicant firms must have a declared competitive strategy, to which the company
board is formally committed. The applicant must outline the corporate strategy

Applicant firms must nominate a project team to manage and undertake planning and implementation work. The team must comprise of at least one board member, and have been involved in the development of project proposals. Proposals must demonstrate that all members of the project teams will be actively collaborating with the staff of advisors, in the strategic planning tasks.

The planning task must be company wide in scope, and is likely to involve analysis of company systems, production operations, processes, inter-functional relationships, logistics (e.g. distribution), organisational infrastructures, cost benefit analysis and training requirements.
